Rains... A blessing in disguise or a few moments of happiness?

I have been reading some articles for quite a time in the newspapers, and I've been shocked that all of them are about the negative effects of rain, it's problems and diseases related to it. These articles have showed me a totally different perspective regarding rain. I love rains. I feel that they add to the beauty of our surroundings, making everything sparkle through their little raindrops. I have always thought of it as a cool and refreshing shower for the land. The scent of the grounds and the cool breeze, they are only available in India. So what is the problem? The problems which are there, are mostly infrastructural and industrial problems quite rarely due to the lifestyle or standard of living. Once I read about the floods in many places in Mumbai made people's life difficult, even though it was not a very high rate of rainfall, it flooded. Why? The reason is that the drainage of this city is not that modern. It was built around the British Era according to the need of the people at that time. Nobody had foreseen such a heavy congestion at that time and now changing the whole drainage would not be practical. Then I saw that 3 people died of leptospirosis. I googled about the disease and found out that it is not a fatal disease and can be easily cured by doctors in a few days or maximum a week. I even got to know that this disease mostly occurs due to the contact of urine from infected animals. After that when I read that article again I found that the people who died were living in backward parts of the city. The lack of awareness, education and money can be the main cause for it. Some awareness programs and some government incentives can help beat this disease quite easily. After all the rain fills our dams, and reservoirs, providing us a continuous water supply; which if, we do not get we crib about the system and nature.

So now I ask you once again is it really the rains which are a pain or the excessive development going on. Of-course, development is great but when the development is at such a rapid speed that it is not compatible with nature, and us; then I'll rank it higher than the rains in the pain list.
